- Description
- The Missile Defense Agency intends to award a Cost Plus-Incentive Fee/Award Fee contract modification to the existing Ground-Based Midcourse Defense (GMD) Development and Sustainment Contract (DSC); Contract HQ0147-12-C-0004 to The Boeing Company (herein Boeing), 499 Boeing Blvd., P.O. Box 240002 Huntsville, Alabama 35824-6402. This effort is for the acquisition of Re-designed Kill Vehicle (RKV) development including: payload development; payload ground testing; integration with the Ground-Based Interceptor (GBI) and GMD Ground System; flight testing; several test assets; and up to eight initial production units. The anticipated period of performance for this effort will be six years, extending the current DSC period by three years, but only for this additional RKV development effort. This acquisition will be executed on a sole-source basis under the statutory authority of 10 United States Code 2304(c)(1), as implemented by the Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy Agency requirements. Boeing is the designer, developer, manufacturer, and integrator of the GMD GBI. Boeing, along with its RKV Cross-Industry team of sub-contractors, comprised of Lockheed Martin Space Systems Company, and The Raytheon Company, provide a consolidated product that includes the collective knowledge of all three Contractors. The outcome of this integrated team provides competitive benefits to the Government. The Cross-Industry team will incorporate the most viable technical approaches from each Contractor, combining resources that will complement each other's unique capabilities to shorten the learning curve, and reduce the time needed to develop and begin initial production. Boeing as the GMD DSC Prime Contractor and the Cross-Industry Team, collectively, have demonstrated special capabilities and/or expertise that no other company is known to have the capacity to satisfactorily perform the required services or deliveries without unacceptable delays in fulfilling the Agency's requirements.
