Description
Design Bid Build Construction for Fleet Readiness Center Southeast (FRCSE) Building 794 HVAC Modifications, Naval Air Station, Jacksonville, Florida, Duval County This is announcement constitutes a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from industry and will ONLY be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The Jacksonville District of the U.S. Army Corps of Engineers has been tasked to solicit the interest of prospective offeror(s) for a potential fiscal year (FY) 2016 award of the aforementioned project. The purpose of this synopsis is to gauge interest, capabilities and qualifications of various members of the Small Business Community: Small Business, Small Business Administration (SBA) Certified 8(a) Small Business, Historically Underutilized Business Zone (HUBZone), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. SCOPE OF WORK: The project is located within an access-controlled industrial area inside the Naval Air Station, Jacksonville, Florida. Building 794 is 80,000-square-foot supporting the repair and testing of aircraft parts at the Fleet Readiness Center Southeast (FRCSE), Jacksonville, Florida. The building is used for avionic parts, inspection, testing, and repair. The building contains several laboratories, including physical and electronic (eddy current, oil analysis, non-destructive testing, shot peening, cleaning, plating, and painting), as well as automated test equipment. Building 794 consists of a concrete slab on grade with CMU block and structural steel column building style walls, with metal beam and built up deck ceiling and roof. The work entails the construction of FRCSE Building 794 HVAC Modifications. The modifications to the HVAC system will include the replacement of scrubber exhaust fans, makeup air units, and ventilation/heating air handling units. Modifications to the chilled water HVAC systems will include replacement of existing water cooled chillers and their associated cooling towers. In addition, push air blowers within the facility will be replaced along with a chromic acid mist eliminator. New chilled water HVAC systems and replacement makeup AHUs will provide the required environmental conditions as specified in the project plans and specifications. The electrical scope of work includes the demolition of circuits feeding existing HVAC loads that are being removed and power new HVAC loads. The magnitude of construction is between $1,000,000.00 and $5,000,000.00. The estimated period of performance is 365 calendar days. Responses to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Offeror name, address, point of contact, phone number and e-mail address 2. Provide brief descriptions of past projects that demonstrate: a. Capability to execute design-bid-build projects that include HVAC renovations with comparable complexity and magnitude to the work described herein to include previous experience in secure and occupied facilities. b. Customer names c. Timeliness of performance d. Dollar value of projects completed within the past 5 years (provide at least 3 examples. 3. Offeror shall identify their Small Business classification(s). Specify any current Joint Ventures, if applicable. 5. A letter of current bonding capacity from an acceptable surety/bonding company both expressed in dollar value per contract and aggregate bonding capacity. NOTE: DO NOT SUBMIT A RESPONSE TO THIS SYNOPSIS IF YOU DO NOT INTEND TO BID ON THIS PROJECT. The NAICS Code for this project is 238220 and the Small Business Size Standard is $15 million. *Per FAR 52.219-14, Limitations on Subcontracting, the prime contractor must perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees.
