- RFQ Brand name Justification This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. See below for sole source justification for Kirkpatrick Evaluation Training Certification. USCIS is looking for a vendor to deliver training courses tailored for USCIS on the New World Kirkpatrick's Four Levels of Evaluation Model, leading to Bronze and Silver Level evaluation certification for USCIS Training Officers and other learning and development professionals. A statement of work and detailed quote instructions are specified in the attachments included in this notice. This is set aside for Small Businesses.
