- The VA Central California Health Care System intends to negotiate a sole source contract with Ovid Technologies. The proposed contract action is for an Online Book & Journal Subscription License Renewal. To fulfill the agency's need, except where indicated, unlimited site level usage of the following journals, databases and books is required: ACP Medicine, American Journal of Epidemiology, British Journal of Psychiatry, Chest, CMAJ(Canadian Medical Association Journal), Diabetes Care, Drug Facts and Comparisons, Pocket Version 2013, Diabetes, Endocrine Reviews, European Heart Journal, Herbal Medicines, Journal of Bone and Joint Surgery - American Volume Bundle, The Bone & Joint Journal, Journal of Clinical Endocrinology and Metabolism, Journal of Clinical Investigation, Journal of Family Practice, Journal of the National Cancer Institute, Oxford Handbook of Psychiatry, Ovid User License (Online), Psychiatry in the Elderly, Seminars in Neurology and Seminars in Liver Disease. This sole source action is in accordance with the statutory authority of 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer for consideration. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements. Responses are due by December 11, 2015 at 5:00 PM Pacific. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be e-mailed to joleo.dianala@va.gov. No telephone responses will be accepted. No reimbursement for any costs associated with providing capability statements will be provided by the Government.
