Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to negotiate, on a sole source basis, a contract for the procurement of one CrewView Visual Display System (VDS) from Flight Safety International for inclusion in the CH-47F Transportable Flight Proficiency Simulator (TFPS) number 23 under authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. CH-47F TFPS 23 is being constructed at Naval Air Warfare Systems Aircraft Division (NAWCAD) Simulation Division. The CH-47F is a transportable simulator and all components are required to be ruggedized to survive movement of the simulator. The VDS is one such component. Currently, the CrewView VDS is the only commercially available display system that will meet the Government requirements. The Crewview VDS is solely manufactured and distributed by Flight Safety International (FSI). The CrewView VDS provides the Out-the-Window (OTW) view to pilot s training. The CrewView VDS is a ruggedized wide collimated display system with a field-of-view of 180 degrees horizontally and 50 degrees vertically. The VDS is comprised of 4 ruggedized mirror segments and their support structure, a back projection screen, 9 projectors with mounting hardware, 2 chin window displays, networking equipment and associated wiring. The VDS has an auto-alignment capability and uses enhanced night vision goggle stimulation for NVG training. The VDS packages into and is completely contained within the enclosure when the TFPS is being transported. FAR Part 12.101(b) states that agencies shall acquire commercial items or non-developmental items when they are available to meet the needs of the agency. Since the Flight Safety s CrewView VDS is the only commercial item that is compatible with the CH-47F TFPS and the Government has neither the intellectual property rights nor data necessary to provide to another contractor to develop a compatible VDS, this acquisition will be sole source. This synopsis is not a request for competitive proposals. It is a notice that outlines the Government s intent to contract on a sole source basis with Flight Safety International. Interested sources desiring to contest this synopsis may do so by asserting its supportable rationale via email to Brandon Haas, Brandon.Haas@navy.mil in an electronic format that is compatible with Word 2010, no later than 18 December 2015 at 1300 EST. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All information shall be furnished at no cost or obligation to the Government. No solicitation document is available. If no written contest to this synopsis is received, a Justification and Approval (J and A) in accordance with FAR Part 6.303 based on the rationale provided above will be initiated. If conducted as sole source procurement with Flight Safety International, no further synopsis will be provided.
