- THIS IS NOT A REQUEST FOR PROPOSALS. This is a Notice of Contracting Action (NOCA) to announce the Government’s intention to pursue a sole source procurement for the Independent Readiness Review Team (IRRT) services managed by Space and Missile Systems Center (SMC) Engineering Division (SMC/EN). The Government intends to award a limited sources task order under a General Services Administration (GSA) Consolidated Federal Supply Schedule. As set forth in Federal Acquisition Regulation (FAR) 8.405-6(a)(l)(i)(A), an urgent and compelling need exists and following the competitive ordering procedures would result in unacceptable delays. This NOCA does not constitute a Request for Proposal, nor is it to be construed as a commitment by the Government to release a competitive solicitation or award a contract or task order. The sole purpose of this bridge contract is to ensure the mission requirements identified below continue to be met until the full and open follow-on competitive task order for IRRT support, which is currently underway, is awarded. The Government will not recognize any costs associated with submission of information in response to this notice. The Government will not pay for any effort expended in responding to this notice. This limited source GSA order will allow Leidos, Inc., 11951 Freedom Drive, Reston, VA 20190-5640, to provide continuing Advisory and Assistance Services (A&AS) engineering and technical services to support the SMC IRRT until completion of the competition for the follow-on task order. The IRRT conducts readiness reviews of Department of Defense satellites, launch vehicles, and ground control systems. The IRRT provides the SMC Commander with a risk assessment independent of the prime contractor and program office. Currently, the systems under IRRT review are the Global Positioning System (GPS) IIF and III, Spaced Based Infrared System (SBIRS), Wideband Global SATCOM (WGS), Advanced Extremely High Frequency (AEHF), Delta IV, Atlas V, Falcon 9, Joint Space Operations Center (JSpOC) Mission System, GPS Operational Control Segment (OCX), and SBIRS Ground. The IRRT conducts its reviews through two primary approaches. First, the IRRT examines the End Item Data Packages of flight components to ensure they were properly built and tested. Second, the IRRT tracks the status of the systems under review by attending various program office and prime contractor management reviews and technical meetings. Whenever a technical issue is detected, e.g., test failure, the IRRT will follow the anomaly resolution process to ensure proper engineering rigor was applied. The IRRT may conduct its own analysis to validate contractor results. The limited sole source action will result in a Firm-Fixed-Price (FFP) GSA task order, with an estimated contract value of less than $7M. The effort identified above must start by 09 January 2016 and the period of performance will be for four months with five one-month options, which may be exercised at the discretion of the Government. Award to any other contractor would create unacceptable delays in fulfilling the agency’s requirement. The sole purpose of this bridge contract is to ensure these mission requirements continue to be met until the full and open follow-on competitive task order which is underway for IRRT support is awarded. The applicable North American Industry Classification (NAICS) code for this requirement is 541712 with a corresponding size standard of 1,000 employees. This product classification code is R425. Contractors interested in subcontracting opportunities are encouraged to contact Leidos, Inc., directly. This notice expires 15 calendar days after publication. While this notice of intent is for informational purpose only, and is not a request for competitive proposals, interested parties (to include small businesses and small disadvantaged businesses) may identify their interest and technical capabilities, and submit information demonstrating their capability to fulfill the Government’s immediate, short-term need for the effort described above. Please limit submissions to ten (10) single-sided pages in PDF or Microsoft Word format. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. The contractor must show how it is capable of performing the technical reviews for the space systems defined in the 2nd paragraph of this solicitation. In addition, the contractor must address how it plans to complete the GPS IIF-12 review by the Flight Readiness Review date (late January 2016). All submissions are due by 12:00 PM Pacific, 19 December 2015.
