Description
Sources Sought Notice to establish multiple Blanket Purchase Agreements (BPAs) for Commercial Services for Transportation/Delivery services to include items such as but not limited to pumps (~ 150 - 300 pounds), motors (~ 200 - 400 pounds), valves (~ 120 - 150 pounds), AC compressors (~ 150 - 400 pounds), large spools of electromechanical cable (~ 18,000 pounds), electronics assemblies (~ 150 - 200 pounds), acoustic transducers (~ 200 pounds), and radar or other navigation systems (~ 200 - 300 pounds) with pickup and deliveries in the contiguous United States including Alaska and Hawaii and OCONUS. In support of NOAA Office of Marine and Aviation Operations (OMAO) located in but not limited to Hawaii, Massachusetts, Mississippi, New, Hampshire, Oregon, Rhode Island, South Carolina and Virginia. The U.S. Department of Commerce/NOAA - Acquisition & Grants Office, Western Acquisition Division - Seattle, Washington is seeking small business concerns to provide various commercial Transportation/Delivery services (CONUS/OCONUS) in the categories identified herein. It is anticipated that the Government will establish multiple Blanket Purchase Agreements (BPA). The potential Master Agreement term is for five years. Individual calls placed by BPA Call Officers will not exceed $30,000.00, whereas calls placed by contracting staff will not exceed $150,000. All businesses are encouraged to respond. Upon review of Industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. The appropriate NAICS Subsector Code are 481/482/483/484/488 size standard is up to 1500 employees or up to $30.5 million. Please indicate in your firm's response which specific NAICS code(s) under the Subsector code your firm is interested in. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy for potential sources prior to determining the acquisition strategy. The Government is not obligated to and will not pay for any information received from potential sources as a result of this announcement. Calls will be competed among available BPAs to the maximum extent practicable. The vendor who is able to meet the Government's minimum requirement at the lowest price will be awarded the call. It is requested that interested sources submit to the Contracting Office a brief capabilities statement demonstrating ability to provide requested supplies as identified in this survey. This documentation shall address, as a minimum, the following: (1) Company profile: Provide number of employees, office location(s), DUNS number, CAGE Code, GSA Contract numbers if applicable and statement regarding business designation and status as well as rates and pickup/delivery locations. Please identify a point of contact and an alternate. (2) Relevant Experience: Provide relevant experience performing efforts of similar scope and duration within the last 24 months, including contract number, contract value, Government/Agency or business point of contact and current telephone number. Also please provide a list of 3 business references including POC and email or phone contact information. (3) Request you provide categories of interest and provide literature, e.g., line cards, etc., with examples of those supplies available from your firm. PLEASE NOTE: Firms wishing to do business with the Government should register in the System for Award Management (SAM) at: https://www.sam.gov/portal/SAM/##11.
