- The Transportation Security Administration (TSA) will solicit proposals from small business concerns to provide Janitorial Services for the TSA at Hilo International Airport in Hilo, HI. The contractor will provide janitorial maintenance services, seven (7) days a week for approximately 3,564 square feet of TSA security checkpoint and baggage screening space. Contractor employees will be required to meet all TSA and State of Hawaii, Department of Transportation, Airport Division security requirements which include passing criminal history, background, and fingerprint checks. Pursuant to FAR 19.501, this acquisition is a small business set-aside and will be conducted in accordance with FAR Part 12 and Part 15. The North American Industry Classification System (NAICS) code for this acquisition is 561720 and the small business size standard for this NAICS code is $18 million in annual receipts. All responsible sources considered a small business concern under this NAICS code are eligible to respond to this solicitation. The Transportation Security Administration intends to award a firm-fixed-price contract with one (1) base year and four (4) one-year option periods, as well as a possible extension of performance not to exceed six months, on a competitive basis to one responsive and responsible Offeror. The Offerors shall be considered responsible as defined within the meaning of FAR 9.104-1. It is anticipated that the RFP will be issued on or after December 10, 2015 via modification uploaded to this Pre-Solicitation Notice. The anticipated award date is on or before March 1, 2016. Potential Offerors are hereby notified that future information about this acquisition, including the solicitation and subsequent amendments, will only be available on the Federal Business Opportunities website www.fbo.gov. Interested parties are responsible for monitoring the FedBizOpps website to ensure that they have the most up-to-date information about this acquisition. Companies offering a response to this notice should ensure that their registration is current in the System for Award Management (SAM) at https://www.sam.gov. A MANDATORY site visit will be held on Thursday, December 17, 2015 at Hilo International Airport (ITO), General Lyman Field, Hilo, HI 96720. The site visit will take place from 10:00 am to 12:00 pm local time (Hilo, HI). Participants should meet at the Passenger Checkpoint at Hilo International Airport. The TSA Point of Contact for the site visit is Robert Kawamoto, Assistant Federal Security Director. He can be reached via email at robert.kawamoto@tsa.dhs.gov. All interested companies must reserve a space for the site visit by 4:00 pm local time (Washington, DC) on Tuesday, December 15, 2015. Please contact TSA Contract Specialist Andrea Adam at andrea.adam@tsa.dhs.gov to confirm attendance at the site visit. Please provide the following information for the site visit: 1) name and address of the company; 2) name of company representatives attending; 3) email and phone number of the attendees). Copies of the solicitation will not be provided during the site visit. No technical or contractual questions will be answered nor will any additional instructions outside the Statement of Work be provided during the site visit. Should the Offeror have technical or contractual questions, please send them in writing to TSA Contract Specialist Andrea Adam at andrea.adam@tsa.dhs.gov no later than 4:00 pm local time (Washington, DC) by Tuesday, December 22, 2015. If an Offeror does not attend the site visit, any proposal submitted will be rendered non-responsive. In no event shall failure to inspect the site constitute grounds for a dispute after contract award. This notice is not considered to be a commitment by the Government nor will the Government pay for information solicited.
