Description
This is a SOURCES SOUGHT NOTICE. The purpose of this Sources Sought Notice is to identify qualified businesses interested in and capable of performing the work described herein. The Government will utilize this information in determining an acquisition strategy. This is not a Request for Proposal nor a synopsis of a proposed contract action under far subpart 5.2. Scope of Work: The U.S. Army Corps of Engineers, Seattle District, is seeking interested business sources for a design-build project for rehabilitation of the protective steel liner in the 9-foot tunnel at Mud Mountain Dam in Enumclaw, Washington. Mud Mountain Dam is a flood control dam situated on the White River in Western Washington State. Downstream of Mud Mountain Dam, the White River enters the greater Tacoma metropolitan area which is a densely populated area in Western Washington State requiring protection from potential floods. Mud Mountain Dam was designed taking into consideration probable silt and rock bed loads. Two tunnels were constructed: a partially armored 9-foot tunnel to pass water with bed load, and a largely unarmored 23-foot tunnel to pass primarily water. As a result of damage from abrasion and cavitation, holes have formed in the current steel liner armoring the 9-foot tunnel. The actual length of the tunnel is approximately 1800 feet. Formulation, design, and construction of a new liner is required to rehabilitate and maintain the structural integrity of the tunnel. The proposed project will be Firm-Fixed Price and will require various engineering disciplines for design and construction completion. In addition, the project will require planning and phasing during construction to minimize impact to flood control operations at Mud Mountain Dam. Contractor personnel will be required to work in a constrictive and damp environment. The project duration is an estimated 1095 days. USACE Seattle is seeking capability packages to gain knowledge of interest, capabilities and qualifications. The type of solicitation issued will depend upon the responses to this notice. No reimbursement will be made for any costs associated with information provided in response to this notice, or for any follow up information requests. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 15% of the contract work with his/her own employees. Prior Government contract work is not required for submitting a response under this notice. Responses to this notice shall be limited to 5 pages and include the following information: 1. Company name, address, point of contact, phone number, and e-mail address. 2. Company's interest in proposing on the solicitation if/when issued. 3. Description of the company's capability and experience relative to the work described in the above scope of work. Identify Three (3) to five (5) examples of comparable projects. Projects should include (at a minimum): a. A description of the project b. Dollar value c. Project duration/date completed d. Customer name 4. CAGE code and DUNS, if applicable 5. Company's current construction bonding limits (singular and aggregate) 6. Company's business classification (i.e. Small Business (SB), Small Disadvantage Business (SDB), Woman-Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8(a) Program, or Other Than Small Business (large business). Submit responses to this sources sought notice to the attention of Joy Blair, Supervisory Contract Specialist, at joy.blair@usace.army.mil. Responses are due no later than 4:00 p.m. Pacific Standard Time, 7 December 2015.
