Description
W912EF-16-R-0003/W912EF-16-R-SS06 Description: The US Army Corps of Engineers, Walla Walla District is seeking sources to supply one new single-phase, generator step-up power transformer for McNary Lock and Dam. This will be a firm-fixed-price supply contract. The North American Industry Classification System (NAICS) code for this project is 335311 and the associated small business size standard is 750 employees. This sources sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. 1) A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this scope, magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2) A statement or list of your firm's current or past technical experience as a prime contractor within the last ten years in the provision of power transformers, including their site reassembly and oil-filling, similar to that identified in the summary scope of work for this requirement. Include a brief description of each project scope, schedule, and dollar value. 3) A statement or list of your firm's current or past performance as a prime contractor within the last ten years similar to, or the same as, the summary scope of work. 4) A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), Small Business). Submit this information to Patti Record, Contract Specialist, via email to patti.c.record@usace.army.mil. Your response to this notice must be received on or before 4:00PM on November 23th, 2015. Summary Scope of Work - Single-Phase Generator Step-Up Power Transformer 1) Design, manufacture and factory test one 40,000/53,333/66,667 kVA; 230 / 132.8 kV high-voltage winding, 13.2-13.2 kV low-voltage windings, cooling class ONAN/ONAF/ONAF, single-phase generator step-up (GSU) power transformer and accessories. The transformer manufacturer and proposed manufacturing facility must be regularly engaged, for a minimum of 10 consecutive years, in the design, manufacture, testing and assembly of transformers of similar type and rating as the one required in these specifications. The transformer manufacturer must have a minimum of ten completed and commercially operational single-phase Class II power transformers with ratings of at least 50 MVA (single-phase maximum rating) and 230 kV. 2) Deliver one 40,000/53,333/66,667 kVA single-phase GSU power transformer and accessories f.o.b. destination McNary Dam power plant, off-load and move the transformer to its long-term storage location, perform reassembly, provide transformer oil, vacuum process and oil-fill, perform field tests, and provide the services of a manufacturer's Erecting Engineer. The transformer site assembly contractor must have been engaged in the site assembly and oil filling of Class II power transformers, rated greater than or equal to 230 kV and 100 MVA (three-phase, maximum rating) for the last five or more years, and during that timeframe have completed a minimum of three contracts.
