Draft PWS REQUEST FOR INFORMATION: ANG APPLICATION DEVELOPMENT AND SUPPORT NOTICE TYPE: SOURCES SOUGHT RESPONSE DATE: 25 NOV 2015 ARCHIVE DATE: 10 DEC 2015 CLASSIFICATION CODE: D - AUTOMATIC DATA PROCESSING AND TELECOMMUNICATION NAICS CODE: 541511 - CUSTOM COMPUTER PROGRAMMING SERVICES ($27.5) NOTICE INFORMATION AGENCY/OFFICE: National Guard Bureau Location: National Guard Bureau, Contracting Support Title: ANG APPLICATION DEVELOPMENT AND SUPPORT DESCRIPTION(s): Sources Sought Notice (Pre-Solicitation) Brief Description: The National Guard Bureau (NGB) Operational Contracting Division, on behalf of NGB/CCY is conducting market research to determine the availability of qualified sources to provide all personnel, equipment, supplies, materials, qualified personnel, and other items and non-personal services necessary to support the Application Development and Support services at Andrews Airbase. The contractor shall be required to provide all personnel, equipment, tools, materials, supervision, and other items and other items and services necessary to provide Application Development and Support as defined in the Performance Work Statement (PWS). THIS IS NOT A FORMAL SOLICITATION. The Government is seeking to determine what qualified sources exist to fulfill this requirement. This information may be used to determine what qualified sources exist to fulfill this requirement. This information may be used to determine if there is a potential of a Small Business Set-Aside. The purpose of this Sources Sought/Market Survey is to gain knowledge of potential qualified sources and to develop additional knowledge of the existing market for the required services. The "DRAFT" Performance Work Statement (PWS) is posted with this notice and interested parties are encouraged to submit industry comments and/or suggested changes to the PWS. Feedback on individual submissions will not be provided. The Air National Guard Readiness Center has a requirement for Application Development and Support (ADS). This requirement is focused on providing and fielding developed Web Based executable solutions to support mission goals across the Air National Guard (ANG). The ADS project converts the needs of the ANG and applies an interactive ability of Web Applications to complete tasks through the development and use of authorized Web Based tools. Application Development is focused on creating solutions that benefit the masses and providing improved metrics or the ability to aggregate data for leadership and its customers. If you believe your firm has the required qualifications to provide ADS service your company is encourage to submit a capability statement addressing the following: A technical understanding of the working requirements of the draft Performance Work Statement (PWS). The contractor shall have the capability to provide personnel to support the Governments requirements. A draft PWS is attached for your information. This document is not in final form and is subject to change. Responses shall address the following: •1. Has the U.S. Government selected the appropriate NAICS code for this requirement? •2. Provide examples of success in development in the military environment. •3. Provide examples of your firm's AROWS experience. •4. Provide a summary of Developer Qualifications •5. Sufficient resources are on hand and available to begin work on the effort A capability statement must also include: •1. Your SBA certified business size/NAICS codes as well as any socio-economic designations your firm has received. •2. CAGE Code and DUNS number •3.
