Description
Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source order under Basic Ordering Agreement (BOA) N00019-15-G-0026 to Northrop Grumman Systems Corporation (NGSC), Melbourne, FL, for the continuing Sustainment and Contractor Engineering Technical Services (CETs) Support for Egypt E-2C Tactical Programs. The order will be awarded on a fixed price and cost type basis. The period of performance (POP) for the order is intended to be no longer than 48 months in length, with one (1) 12 month base period and three (3) 12 month option periods. NGSC is the only company that possesses the extensive knowledge and technical data required to successfully provide technical support in relation to the continued sustainment of the E-2C aircraft. NGSC is the sole source designer, manufacturer, and system integrator for the E-2 aircraft. Only NGSC has the engineering, manufacturing, and unique logistics support experience and knowledge of the technical data pertinent to the systems design and operational characteristics of E-2 aircraft to provide the necessary support to meet Egyptian Air Force (EAF) fleet operational commitments. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source', and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty(30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete these proposed contracts based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
