- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION The Office of Inertial Confinement Fusion (NA-112) of the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) plans to contract for research and development and fabrication of Inertial Confinement Fusion (ICF) targets, components, and component technologies by means other than full and open competition.
