- Prospective offerors are requested to submit, in writing, questions regarding the Dry Combat Submersible (DCS) solicitation H92222-15-R-0039 to the Contracting Officer, Ms. Traci Chiaro at traci.chiaro@socom.mil, and the Contract Specialist, Ms. Diane Mientek at diane.mientek@socom.mil. Please provide ALL questions in writing. Questions should include the document title, page number, section/paragraph, question/comment and recommendation, if applicable. If it is necessary to include proprietary information as part of the question, it must be marked appropriately. Federal Business Opportunities (https://www.fbo.gov) is still experiencing difficulties with the use of the Explicit Access function. As a result, answers to questions may require use of AMRDEC Safe. If so, offerors that have met the eligibility criteria defined in the directions stated above will receive an email with a link and unique password to download the questions and answers as they become available Offerors may submit questions at any time; however, questions received after COB Monday, 30 November 2015 may not be answered prior to the solicitation closing date.
