Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of potential qualified Large, Non-Profit, and Small Businesses interested and capable of performing the work. Interested Contractors should respond to this notice by providing the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email of primary point of contact (e) DUNS number (f) Type of small business, if applicable, (e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business) and (g) A capability statement that addresses the organization's qualifications and ability to perform as a contractor for the work described below. The Department of Veterans Affairs Network Contracting Office 22, on behalf of the VA Loma Linda Healthcare System (VALLHS) is seeking a Contractor to provide a secure, appropriately monitored, temporary sober living placement for those Veterans who are participants of Substance Treatment and Recovery Program (STAR) which is conducted at the VA Loma Linda Healthcare System (VALLHS) campus. Program transportation is crucial to ensure Veteran participation in the STAR program on a daily basis and return to placement with minimal barriers. The following additional information is provided: a. Contractor shall be expected to provide same day residential placement that enhances the stability of Veterans services by the Health Care for Homeless Veterans Program (HCHV). b. The contractor will ensure that participants are monitored 24 hours a day, 7 days a week to include all National, Religious, and Federal Holidays. Provide sufficient personnel to assure security, plan and coordinate all activities associated with providing safe and appropriate care. c. The contractor facilities will provide semi private quarters (two Veterans per room) that allow for participants to remain in the facility any time of the day. The target population served will include the hard-to-reach homeless Veterans who are on the streets and have been unable or unwilling to participate in VA funded services. d. The contractor will also provide transportation for Veteran beneficiaries to and from the VA Loma Linda Hospital and outpatient clinics. e. The contractor facility shall be within a thirty (30) mile radius of the VA Loma Linda Hospital main campus. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered and verified with the Vet-Biz Registry located at http://vip.vetbiz.gov. It is the VA's intention to solicit proposals on a competitive basis for a Firm-Fixed Price contract. The contract will be awarded as a base year (one year from date of award), with four (4) one-year renewal options that can be exercised at the option of the Government. This solicitation will be issued as a commercial item in accordance with FAR Part 12 and FAR Part 15. NAICS is 623990. A solicitation is expected to be issued on or about February 1, 2016 with responses due on or about April 15, 2016.
