- Draft RFP - HQ0034-16-R-0007 1. Washington Headquarters Services, Acquisition Directorate, is posting a draft solicitation for SMART Program Support. 2. A detailed description of this requirement is contained in the solicitation. 3. This posting is only a draft, and no award will be made directly from this posting. Rather, the Acquisition Directorate will post a final version at a later date. 4. The Acquisition Directorate anticipates that, in the final version of this solicitation, the due date for proposals will remain as stated in block nine of the SF 33. 5.
