### The mandatory pre-proposal conference was held in Dubai on September 10, 2015. Q&A received to date have been posted. ### ***** As of 9/1/2015 the solicitation and associated documents have been posted and those firms who have requested access through FBO will be granted access once the Government confirms receipt of restricted access forms. If you have submitted a restricted access requet form, but not requested access through FBO, you still need to request access through FBO before access will be granted. Please see Solicittion Section L.11 and L.12 for information information regarding specific date and location of pre-proposal conference as well as the instructions and cut off date/time for registration. Per Block 13 on SF1442, the due date of proposals is now 10:00 AM on October 1, 2015. ***** PRE-SOLICITATION NOTICE Solicitation Number: SAQMMA15R0382 This is a Pre-Solicitation Notice of the Government's intent to issue a solicitation for the renovation of Pol-i-Charkhi (PIC) Prison in Kabul, Afghanistan. The project includes renovations in Blocks 1, 2 & 3 and extensive infrastructure and satellite structure improvements to the facility. Award of a Firm-Fixed Price Construction Type Contract is anticipated by November 30, 2015. ALL INTERESTED OFFERORS WILL NEED TO COMPLETE AND RETURN A RESTRICTED ACCESS REQUEST IN ORDER TO BE GRANTED ACCESS TO THIS REQUIREMENT In order to be granted access to the solicitation package, offerors must complete this access request, have a valid DUNS number, have current registration in www.sam.gov and have a current www.fbo.gov account which is linked to their www.sam.gov account. Due to www.fbo.gov requirements for accessing restricted solicitations, offerors who do not meet this criterion will not be granted access until actions are completed. A pre-proposal conference and site visit are tentatively scheduled for the week of September 14, 2015. The confirmed date/time(s) will be included in the solicitation documents. The solicitation is expected to be posted on August 31, 2015 and available for 30 days - reference SAQMMA15R0382. This is a pre-solicitation notice, otherwise known as a synopsis (summary). The solicitation pertaining to this notice will not be available until August 31, 2015. Actual solicitation documents will only be accessible using the restricted portion of www.fbo.gov. Contractors who need assistance with any aspect of www.fbo.gov should contact the www.fbo.gov help desk. Contractors should not contact the Contract Specialist seeking the solicitation or any other advanced information as it will not be available until released. Contractors shall express their interest in this solicitation by written correspondence to the attention of Larry A. Pruitt Jr. All correspondence shall be submitted via email to PruittLA@state.gov no later than August 31, 2015, and must include the solicitation number SAQMMA15R0382 in the subject line. DO NOT TELEPHONE. All requests for restricted access to the solicitation must be submitted through www.fbo.gov. The contracting officer will only grant access to those firms who have completed a restricted access form. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform such construction work in AFGHANISTAN. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures.
