Description
Title: Installation, Operation, and Maintenance of 10MW Solar PV System in Kandahar Solicitation Number: SOL-306-15-000096 Notice Type: Pre-solicitation NAICS Code: 221114 - Solar Electric Power Generation The United States Government, represented by the United States Agency for International Development (USAID), intends to issue a solicitation for proposals for a new USAID Afghanistan project to install, operate, and maintain a 10MW Solar photovoltaic (PV) system in Kandahar province of Afghanistan and supply the power generated to Da Afghanistan Breshna Sherkat (DABS) (Afghan power utility) under a fifteen (15 years power purchase agreement (PPA)). This is a joint USAID and DABS effort to meet the anticipated short term supply deficits of power in Kandahar as the Diesel Generator power subsidy being provided by the US Government draws to an end in September 2015. USAID is not fully funding this project but intends to provide a viability gap funding (VGF) amount for the construction costs to incentivize eligible Offerors who must participate in a reverse auction to establish the fixed tariff rate which the successful Offeror will sell electricity from the plant to DABS. The VGF amount will constitute the contract price. Therefore USAID is executing and administering this contract for its own and DABS' behalf. The successful Offeror must sign concurently both the contract and the PPA. It is anticipated that USAID will issue a Request for Proposals (RFP) in the near future. USAID encourages all interested contractors to consider this business opportunity. The RFP will be posted on the Federal Business Opportunities web page (www.fbo.gov). Offerors are advised to periodically monitor the above website for updates concerning this procurement. Telephonic requests or inquiries will not be taken. Award of the contract will be made subject to the availability of funds. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal.
