- Statement of Work The U.S. Census Bureau, Simplified Acquisitions Branch, Acquisitions Division, intends to award a contract on a sole source basis to Douglas Hilmer under the authority of FAR 6.302-5(c)(1)(iii)(B). The Census Bureau intends The objectives under this contract are to perform critical project coordination tasks to meet deadlines for ACS custom tabulation releases and complex data product specification development for custom tabulations scheduled to be done in calendar years 2015 and 2016. Douglas Hilmer was responsible for the design, development and implementations of the Equal Employment Opportunity (EEO) and the U.S. Department of Housing and Urban Development (HUD) Comprehensive Housing Affordability Strategy (CHAS) custom tabulations and the customized systems used to produce these tabulations and many other major Census Long Form custom tabulations for products data support. Douglas Hilmer has been identified as the only source that can provide the measure of expertise, independence, objectivity, and audience acceptance necessary to meet the program requirements on a continuous basis.
