Description

The Gulf Coast Veterans Health Care System (GCVHCS), Biloxi, MS, is issuing a combined synopsis/ solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice in conjunction with procedures in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is being issued. The solicitation number VA256-15-Q-1079 is issued as a Request for Quotation (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83 effective July 2, 2015. The NAICS code is 334290 and the size standard is 750 employees. This requirement is for small business and will be firm-fixed-price. The closing date for this notice is 3:00 PM EST September 4, 2015. The requirement is for the following: Contractor shall provide all labor, tools, equipment, and transportation necessary to assist in maintenance of the Gulf Coast Veterans Health Care System's EST Fire Alarm Network for a period of one year. Contractor shall be a factory authorized representative of GE Security Systems (EST III). Contactor shall provide diagnostic services, repairs, system downloads, software upgrades, and equipment removal/installation as needed on all components of the Campus Fire Alarm Networks. This includes any service, updates, programming, troubleshooting, in-house training, and repairs to all FireWorks workstations (5 each). Standard non-emergency service response shall typically be same day or within 24 hours. Contractor shall provide 24/7 emergency service including weekends and holidays with a response time of no more than two (2) hours. The VA will provide support as necessary from the Engineering and/or Safety Sections. Contractor shall contact Electric Shop, Safety, or Chief Engineer to coordinate all work on any part of the fire alarm system. In addition to maintenance services, contractor shall provide, at a time designated by the Contracting Officer Representative (COR) and agreed upon by the contractor, an annual Fire Alarm test. The test shall be performed in strict accordance with the latest versions of NFPA 25, 70, and 72. The contractor shall be given at least 30 day notice for the annual test. The date for the test shall occur in the fourth fiscal quarter (July, August, September). The contractor shall provide all forms, reports, test equipment, and consumables (approved canned smoke, etc.) necessary to perform a complete, code compliant assessment. Repair labor for any discrepancies noted during the fire alarm test shall be included. The VA will provide parts, necessary support and oversight for the test. Contractor to provide services in accordance with terms and conditions of the contract for the period of October 1, 2015 through September 30, 2016, to include three (3) twelve (12) month option periods. To be eligible for award of a contract, vendor must be actively registered in the SAM database (http://www.sam.gov). Vendor is also required to complete representations and certifications found in the provision at 52.212-3, Offeror Representations and Certifications - - Commercial Items.
