- Water and Sewer Services SOURCES SOUGHT. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - Solicitations are not available at this time. Request for a solicitation will not receive a response. This notice does not constitute a commitment by the Government. The Federal Correctional Institution in Big Spring has a future requirement for continuation of Water and Sewer services. Annual usage requirements for both services are 97,611,000 gallons. FCI Big Spring is located in Howard County, Big Spring, Texas. FCI Big Spring currently has an established metered connection for water and sewer service. The facility houses approximately 1500 inmates, and other generic institutional elements. The North American Industry Classification System Code (NAICS)for Water Supply and Irrigation Systems is 221310 with a Small Business Size Standard of $27,500,000. The NAICS for Sewage Treatment facilities is 221320 with a Small Business Size Standard of $20,500,000. The contractor will provide services for water and sewage. The contractor will be responsible for providing and coordinating all services required to deliver water and sewer to the designated point of service (metered connection). Any resultant contract will have a performance period of a minimum of one year and maximum of ten years duration. The anticipated contract is a ten-year, firm-fixed-price with economic adjustments. A government solicitation to provide these services is being developed and a contract may or may not result. Market research is being conducted to determine interest and capability of potential sources for this requirement. Please do not submit capability statements. ***Should this acquisition result in a contract, it will be for the continuation of an established utility service; as a result, there is no funding available for construction related services or capital improvements***. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
