- DCMA intends to negotiate and award a delivery order to Raytheon Company under an existing Basic Ordering Agreement for Dual Band Radar (DBR) Life Cycle Software Maintenance Support. Raytheon Company is the Original Equipment Manufacturer (OEM) of the DBR and has developed specialized capabilities associated with software and systems engineering of the DBR. Raytheon understands the system functionality and life cycle requirements in order to maintain and update the DBR system in a manner that satisfies the specifications. Raytheon is currently the only source with the requisite knowledge and expertise with the DBR system capable of fulfilling the Navy's requirements.
