- Section M Evaluation Criteria Section L Attachments Section L Instruction to Offerors Section J Attachments Strategic Planning Draft Request for Proposal The Missile Defense Agency releases the Draft Request for Proposal (RFP), solicitation number HQ0147-15-R-0031, for the Agency's "Strategic Planning" contract under the Technical, Engineering, Advisory, and Management Support (TEAMS) acquisitions. MDA encourages industry input, comments, and questions to identify and resolve concerns regarding the acquisition and to improve the understanding of Government requirements and industry capabilities. Questions and/or comments are due to MDA no later than 1700 Central Time on September 23, 2015 and may be submitted to TEAMS_Strategic@mda.mil, subject line "TEAMS Strategic Planning RFP." This draft solicitation is for planning purposes only and does not commit the Government to any contractual agreements or arrangements. This announcement is for information planning purposes only and proposals are not requested. It is not to be construed as a commitment by the Government for any procurement of services.
