- Functional Requirements Document (FRD) Statement of Objectives (SOO) Attached is a Statement of Objectives (SOO) and Functional Requirements Document (FRD) for the NETCOM Global Enterprise Fabric mission support. 1. Questions reference the SOO/FRD MUST be submitted to the Contracting Office NLT 25 September 2015. 2. Responses to these questions will be posted on 7 October 2015. 3. Industry day for Mr. Bradford to speak to the requirement on 15 October 2015 in Auditorium in Greely Hall, Fort Huachuca, Arizona. Any additional questions at that date MUST be submitted to the Contracting Office in writing (email) with responses to be posted after industry day.
