Description
Leica Macrofluo Z16 APO and Laser Microdissection System 6500 INTRODUCTION This is a pre-solicitation non-competitive (notice of intent) synopsis to award a contract without providing for full or open competition (including brand-name). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute on Drug Abuse (NIDA), Consolidated Station Support and Simplified Acquisitions (CSS/SA) Branch intends to negotiate and award a contract to Leica Microsystems, Inc., 1700 Leider Ln., Buffalo Grove, IL 60089-6622, for the Leica Macrofluo Z16 APO macroscope and Leica LMD6500 Laser Microdissection System without providing for full and open competition. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 333314 with a Size Standard of 500 Employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-84 dated September 3, 2015. This acquisition is for a commercial item or service and is conducted under the authority of the FAR Subpart 13.5-Test Program for Certain Commercial Items, section 4202 of the Clinger-Cohen Act of 1966) and the statutory authority of (1) FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c)(1). DESCRIPTION OF REQUIREMENT Purpose and Objectives The purpose of this acquisition is to obtain a Leica Macrofluo Z16 APO and Laser Microdissection System 6500 for the Biobehavioral Imaging and Molecular Neuropsychpharmacology Laboratory to support studies in examining single cell-type neurobiological changes. Period of Performance Delivery of the equipment shall take place within 30 days after receipt of order (ARO). A firm fixed price contract is contemplated. Project Description The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP), requires the following two (2) microdissection systems to be delivered and installed at NIDA IRP in Baltimore, Maryland: 1.Leica Macrofluo Z16 APO: Optics: • Zoom Range 16:1 (0.57x to 9.2x) • Magnification: 7.1x to 115x with Planapochromatic 1x objective, 10x eyepieces, 1.25x Y Tube • Total visual magnification: 2300x with Planapochromatic 5x objective, 40x eyepieces, 1.25x Y tube • High NA 0.112 (with 1x) up to 0.5 (with 5x) • Highest Resolution 336 Lp/mm (2.96mm with 1x) visual up to 1500 Lp/mm (0.66mm with 5x) • Eye piece field of view 23mm • Objective field 30.7mm • Long working distance of 297mm (with 0.32x) • Maximum Object Field of 112mm (with 0.32x) Features: • On-axis single beam path: Free from parallax error, this optical system capable of digital image capture and stacking (EDF - Extended Depth of Focus) & for conducting critical measurements • 16:1 Apo: Highest zoom ratio (16:1) • Smooth zoom or click stops: • Integrated Iris Diaphragm • On-axis epi-illuminstion • 4 position, rapid change • Complete UV protection 2.Leica LMD6500 Laser Microdissection System: • Capable of supporting a moving laser beam (cutting laser) that can provide real time cutting while the specimen and microscope stage remain fixed • Provide the use of gravity for collecting the microdissected tissue specimens (for enabling no contact with the collected tissue) • Based on an upright microscope configuration CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, the results of the market research concluded that only one vendor was able to provide the equipment based on the Government's unique requirements. Leica Microsystems, Inc. is the only vendor capable of providing the LMD 6500 and Macrofluo Z16 APO in accordance with the specifications provided in the Government's statement of need. Leica Microsystems is the only manufacturer that has developed a laser microdissection instrument which uses a controllable high intensity laser beam and gravitational force to respectively dissect and collect tissue mounted onto glass slides as well as living cells. These features are unique to the LMD 6500 instrument and are not found in any other instrument available. The Macrofluo Z16 APO will function as an extension of the LMD 6500, via shared objectives, hardware and software. Without these features in microdissection and imaging equipment, the NIDA IRP project aims cannot be achieved. Leica Microsystems, Inc. is the only contractor authorized to provide this equipment to the NIDA IRP in this region of the United States. The intended source is: Leica Microsystems, Inc. 1700 Leider Ln. Buffalo Grove, IL 60089-6622 CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement an d include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by the closing date and time of this announcement and must reference the solicitation number.
