Description

The Wilmington VA Medical Center Contracting Office, 1601 Kirkwood Highway, Wilmington, DE intends to issue a Firm-Fixed Price (FFP) Service Contract Award to a Service Disabled Veteran Owned Small Business (SDVOSB) to obtain Multiple Prefilled Syringes to Support Anes/CR, as described in the Scope of Work at the Pittsburgh VA Medical Center, 1010 Delafield Road, Pittsburgh, PA. This will be awarded as a FFP contract for the base year and two option years. The evaluation factor for award will be Lowest Price Technically Acceptable (LPTA). Request all SDVOSBs that can provide this service to send an e-mail to Robert Copper at Robert.Copper@va.gov by March 31, 2015 stating they can fulfill the requirements of this pre-solicitation. This is to ensure that SDVOSBs can provide this service before posting the solicitation. The North American Industry Classification System (NAICS) code for this procurement is 325412 with a size standard of 500 employees. The Solicitation issue date will be approximately March 18, 2015, with an approximate response date of April 15, 2015. Contractors are encouraged to read the entire Solicitation and send questions to the Contracting Officer. The Solicitation will be a Request for Quote (RFQ) and will be issued as a 100% Small Business set-aside. GENERAL REQUIREMENTS FOR VENDORS: The Contractor needs to be FDA registered manufacturer or registered as Human Drug Compounding Outsourcing Facility under Section 503B of Food, Drug & Cosmetic Act. Product and services will be provided directly by the vendor and not a subcontracted vendor. Follow all standard operating procedures for compliance with United States Pharmacopeia Chapter 797 regulations for sterile compounding and/or current good manufacturing practice (CGMP) requirements. Comply will all applicable local, state and federal rules and regulations. The vendor will provide data to support the extended expiration dating given to requested medications due to exceeding the Beyond Use Dating (BUD) outlined in the United States Pharmacopeia Chapter 797. Use only fully trained and qualified employees. Vendor shall provide VAPHS proof of staff competency as well as certification of the pharmacy at the time the contract is awarded. The Solicitation will result in a Firm-Fixed Priced Contract. The entire Solicitation will be made available only on the Federal Business Opportunity (FBO) web site https://www.fbo.gov Paper copies of the Solicitation will not be available. The entire Scope of Work (SOW) will be available when the solicitation is posted. Once the Solicitation is posted, it's incumbent upon the interested parties to review the FBO website frequently for any updates/amendments to any and all documents.
