- Attachment 02 Bid Submission Form Attachment 01 - Description of Requirements This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Requisition Number W81EWF51267871 is being issued as a Request for Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation will be competed as a 100% Small Business Set-Aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Geotechnical & Structures Laboratory at Vicksburg, MS has a requirement for the following: A cryo cold stage which operated by Peltier heating and cooling is required which can be used in conjunction with scanning electron microscopy (SEM) to freeze hydrated materials prior to imaging. SPECIFCATIONS: This will include biological materials, hydrated structural materials, and hydrated geomaterials. Specifications for the equipment are: • Ability to cool samples to -25°C or cooler in temperature. • Ability to heat samples to greater than 150°C in temperature. • System should interface with existing FEI Nova NanoSEM 630 SEM including ability to mount to existing stage with cables for control and temperature ran through a feed though an existing port in the SEM. • Temperature accuracy of +/- 5% or better. • Should include external controller with ability to set desired temperature and monitor real-time temperature of the stage. This cryo cold stage must be compatible with existing SEM system including chamber port configuration with preferred use of the "A" port with on the FEI Nova NanoSEM 630 SEM system that has an 88mm diameter spacing between mounting holes (see Attachment 01)." PROVISIONAL ITEMS: • Ability to connect via universal serial bus connector to a computer for control and monitoring. DELIVERY: The cryo cold stage system should be provided to the ERDC within 30 days of contract. There is a link titled Additional Documentation near the bottom of this posting by which potential vendors may access the following attachments: Attachment 01 (Description of Requirements) Attachment 02 (Bid Submission Form) The North American Industry Classification System Code for this procurement is 325414 (BIOLOGICAL PRODUCT (EXCEPT DIAGNOSTIC) MANUFACTURING) with a size standard of 500 employees. In accordance with the attached Description of Requirement (Attachment 01), an award for this acquisition will be provided to the vendor whose quote is the Lowest Priced of those determined to be Technically Qualified. FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical - Providing a cryo cold stage that at least meet the minimum specifications as defined in Attachment 01 2) Price The vendor must submit the following so the Government can evaluate the offeror's technical acceptability: 1) Sufficient information to determine that the quality of the cryo cold stage and are in accordance with the Description of Requirement as defined in (Attachment 01) 2) Must include a completed Bid Submission Form (Attachment 02) and include specifications of quoted equipment.
