- This is a combined synopsis/solicitation for commercial items prepared in accordance with format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation HSFLGL-15-Q-00410 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-83. This procurement is a 100% Small Business set-aside and the associated NAICS code 423430 with Size Standard 100 employees. The Federal Law Enforcement Training Centers (FLETC) has a requirement for the following: Delivery: 30 Days Delivery ARO, FOB Destination Address: 2400 Glynco Pkwy, Shipping & Receiving Warehouse, Glynco, GA 31524 BRAND NAME OR EQUAL CLIN 0001 - Quantity: 11, Unit: Each, UP828 PROGRAMMER in accordance with the attached specifications. CLIN 0002 - Quantity: 3, Unit: Each (Sets) BGA ADAPTERS programming socket for UP828 (Set of 11) Set Includes: BGA107N, BGA110, BGA149, FBGA137, FBGA167, SBGA137N, VBGA134, VBGA153, VBGA162, VBGA169E, and VBGA56 CLIN 0003 - Shipping Submission of Information: 1) Provide product specifications and photo attachments if quoting equal items with pricing quote. Failure to provide the requested documents will be determined non-responsive offer. 2) Name of Company, Address and DUNS Number. 3) Point of Contact, email and Phone Number. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.211-6 Brand name or Equal, FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR Part 13.106 evaluation procedures apply. The following evaluation factors shall be considered: technical (capability of the item offered to meet the agency need) and price, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.222-50, 52.232-33. HSAR 48CFR 3052.209-70 PROBITION ON CONTRACTS WITH CORPORATE EXPATRIATES (JUNE 2006), 3052.212-70 Contract Terms and Conditions Applicable to DHS Acquisition of Commercial Items (SEP 2012). Offerors shall provide a statement of compliance with FAR 52.222-50, Combating Trafficking in Persons, requirements and confirm subcontractors will accomplish a statement of compliance upon award. The Government intends to award an "all-or-none" Firm-Fixed Price purchase order resulting from this solicitation. Offeror must be registered in The System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through The System for Award Management (SAM) website at http://www.sam.gov.
