- Draft FFRDC Statement of Work Notice Type: Special Notice Notice Number: HHS-NIH-NCI-SNPre-ProposalConference-MOSB-0000-42 Synopsis: Special Notice Announcing the NCI FFRDC Pre-Proposal Conference for the Re-Competition of the National Cancer Institute's Federally Funded Research and Development Center (FFRDC) Contract for the Frederick National Laboratory for Cancer Research (FNLCR) THIS IS A SPECIAL NOTICE. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this Special Notice is to provide additional information concerning the FFRDC Pre-Proposal Conference and to publish the draft FFRDC Statement of Work. The purpose of this Special Notice is to advertise NCI's FFRDC Pre-Proposal Conference and provide the draft Statement of Work (SOW) for the NCI's FFRDC, The Frederick National Laboratory for Cancer Research (FNLCR). Please find the document entitled " Draft FFRDC Statement of Work" attached and also located on our webpage at : http://ncioa.cancer.gov/oa-internet/fnlcr/index.html#/documents. Background The FNLCR is a Federally Funded Research and Development Center (FFRDC) which serves as a unique biomedical resource for the development of new technologies and the translation of basic science discoveries into novel agents for the prevention, diagnosis, and treatment of cancer, AIDS, and other diseases. The FFRDC provides rapid response capabilities and one-of-a-kind resources for the biomedical research community within NCI, NIH and other Federal Agencies. Located in Frederick, Maryland, the NCI's FFRDC is a Government-Owned Contractor-Operated (GOCO) research facility with a unique array of research support and advanced technologies, whose purpose is to bridge the gaps from discovery to healthcare delivery; to accelerate the development of new technologies and prototype treatments for patients; and to pave the way for new advances to enter clinical trials for testing, approval, and delivery to patients via the commercial sector. I. PURPOSE The National Cancer Institute's Office of Acquisitions is hosting the "FFRDC Pre-Proposal Conference" designed to showcase the Frederick National Laboratory for Cancer Research (FNLCR) and the innovative work currently being performed there. This two day event will begin on Thursday, October 1, 2015, at the Natcher Conference Center, Bethesda, MD from 8:00AM - 4:30PM EDT. On Friday, October 2, 2015, participants will have the opportunity to participate in guided tours of the facilities located in Frederick, MD and at NCI at Frederick, located at Ft. Detrick, MD. October 2 nd activities will begin at 8:30AM and are anticipated to end no later than 4:30PM EDT. The DRAFT FFRDC Statement of Work is being published for informational purposes only and shall not be construed as a formal RFP. This DRAFT is subject to revision(s) and may be revised before the issuance of any DRAFT Request for Proposals (DRFP) or formal Request for Proposals (RFP). II.
