- The General Services Administration (GSA), Greater Southwest Region, Public Buildings Service, intends to negotiate and award a firm-fixed price, sole source contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Services Will Satisfy Agency Requirements, to THA, Inc., 733 SW Oak St STE 100 Portland, OR 97205 for Construction Phase Services at the V ehicle Processing Facility at the Juárez-Lincoln United States Port of Entry (POE) in Laredo, Texas. The North American Industry Classification System (NAICS) Code for this procurement is 541330. The size standard is $15 million per year. The estimated period of performance of this contract is for 900 calendar days after issuance of Notice to Proceed. The General Services Administration, Region 7, has awarded a project for construction of a Vehicle Processing Facility at the Juárez-Lincoln United States Port of Entry (POE) in Laredo, Texas and has a capable A/E firm, THA, Inc., to provide Construction Phase Services. The Construction Phase Services includes reviewing issues that affect the design integrity/intent; reviewing construction submittals for conformance with project specification requirements; making site visits to verify installation is in accordance with design intent and to clarify discrepancies or omissions in the construction contract documents; working with the Construction Manager as Agent (CMa) in responding to requests for clarification/RFIs; preparing any additional explanatory drawings; participating in up to two construction excellence peer reviews; performing commissioning support services; and assisting the General Contractor (GC) in updating CAD construction (as-built) drawings and preparing the final Record Drawings for the project. T his notice is not a solicitation or request for competitive proposals, nor does it restrict the Government to a specific acquisition approach. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Submission of any of these documents shall be at the contractor's expense. Capability statements shall demonstrate how the source can provide Construction Phase Services, without substantial duplication of costs to the Government or unacceptable schedule delays, and demonstrate how the source will defend the A/E specifications and drawings since T HA, Inc. has experienced a steep learning curve for work by virtue of their developing the design and construction documents. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any responses to this notice shall be submitted to the Contracting Officer, Ashley Morgan, via email at ashley.morgan@gsa.gov, no later than 2:30pm, Central Time, on September 24, 2015.
