Description
This notice serves as a pre-solicitation. Tentative date for issuing the solicitation is on or about 12 August 2015. The solicitation documents, specifications and drawings will be available as attachments once the solicitation is released in FedBizOpps, https://www.fbo.gov/. No paper copies will be issued. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition related information for all Federal agencies. Interested offerors must register with FebBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 14 business days. PLAN ACCORDINGLY). Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Offerors cannot log into the FedBizOpps home page and search for data. There will be no charge for solicitation documents, specifications or drawings. Interested offerors must be registered in SAM, https://www.sam.gov/. A pre-proposal site visit/conference date, time and location will be identified in the solicitation. Interested concerns are encouraged to attend and shall follow conference registration and access requirements identified in the solicitation. NGB-OPARC-AQ intends to issue a Request for Proposal to award a single firm fixed-price contract to provide all materials, equipment, labor, supervision, and expertise necessary for repairs to Fuel Complex at the 142nd Fighter Wing of the Oregon Air National Guard located on the Portland International Airport, Portland, OR. All work shall be performed in accordance to the project plans and specifications. The contract (BASE) will consist of the upgrade of the jet fuel commercial truck unloading stand and fuel moving equipment, controls and wiring with an OPTION to demolish and dispose approximately 1,500 feet of existing ground fuels fiberglass supply pipe lines and trench restoration. The construction contract completion time is 270 calendar days after notice to proceed for the base and option, to include inspection and punch list. The North American Industrial Classification System (NAICS) code is 237120 - Oil and Gas Pipeline and Related Structures Construction, which has a size standard of $36.5 Million in average annual receipts. This is a 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). Lowest price technically acceptable selection process will be utilized. Past experience/performance will be considered during the evaluation/selection process. Offerors must be able to demonstrate recent experience with installing fuel unloading equipment such as pumps, valves, air elimination, etc., of similar size and price. Payment and Performance Bonds are required. The project range is $500,000 - $1,000,000. FAR Clause 52.219-14(c)(3) LIMITATIONS ON SUBCONTRACTING which states, quote mark By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for General construction, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees quote mark, applies to this project.
