- NDIA Sole Source Justification, Attachment # 1 This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-15-Q-3617. This requirement is unrestricted. The NAICS Code is 611430, and Size standard is $11M employees. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. It is expected to place a purchase order with the National Defense Industrial Association(NDIA), Arlington, VA, as they are the only known source. NDIA is the host and sole provider of the 2015 Joint Undersea Warfare Technology Fall Conference, See Attachment # 1 Sole Source Justification. NUWC Division Newport intends to purchase the following items on a firm-fixed price basis: 0001; NDIA Registration Fee; QTY: 110 The period of performance is 21 September 2015 to 23 September 2015. The place of performance is the U.S. Naval Submarine Base New London, CT. Payment terms are Government Purchase Card (VISA). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this solicitation. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. Offers must be or e-mailed directly to Rosemary.Beckmann@navy.mil.
