- JUSTIFICATION AND APPROVAL (J&A) NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER : The United States Coast Guard (USCG) Aviation Logistics Center (ALC) Medium Recovery Range (MRR) Procurement Division intends to solicit and negotiate with only one source - Trakka USA (Cage Code 6CF53). The statutory authority for this acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. In accordance with FAR 6.302-1(b)(1)(ii), the items listed below are available from only one source. See attached Justification and Approval for Other Than Full and Open Competition (J&A) for additional details. The North American Industry Classification System Code (NAICS) is 334511with a size standard of 750 employees. The Product Service Code (PSC) is 16. The small business set aside has been dissolved. This requirement is unrestricted. Delivery is requested one-hundred twenty (120) days after the receipt of the order (ARO). The USCG desires early deliveries therefore early shipments are encouraged at no additional cost to the Government. F.O.B. point is Origin. Delivery shall be to Commanding Officer, Aviation Logistics Center, Elizabeth City, NC 27909. Inspection and Acceptance shall be performed at destination by ALC's Receiving Section. Inspection and Acceptance shall be in accordance with FAR 52.212-4 Contract Terms and Conditions-Commercial Items (May 2015). The Contractor shall furnish a Certificate of Conformance in accordance with FAR 52.246-15. Certificate of Conformance must be submitted in the format specified in the clause. Solicitation number HSCG38-15-Q-J00305 is assigned for tracking purposes only. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a quotation to mrr-procurement@uscg.mil with HSCG38-15-Q-J00305 in the subject line which will be considered by the agency if received no later than 12:00 P.M., (EST) on 9 September 2015. A determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government. Award will be made upon determination of fair and reasonable pricing and is subject to FAR Part 12. 1. Four (4) each A800 Searchlight, P/N: 031001 2.
