- The U.S. Department of Energy (DOE), Office of Economic Impact and Diversity (ED), intends to award a sole source contract to Micropact, Inc. The requirement consists of services which will interface with ED?s current tracking system for equal employment opportunity (EEO) complaints that is used complex-wide. The services will include the development of three modules (e-scan, e-file, and quality reporting managements (QRM)), the software licensing of the three modules, and the first annual support and subscription of the modules. The statutory authority for permitting other than full and open competition for this contract is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 41 USC 253[c][1], and implemented by FAR 6.302-1[a][2][ii][B], which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency?s requirements. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes that DOE should not pursue this sole source procurement with Micropact, Inc., then they should submit a capability statement and pricing information for the requirement by 12:00pm EST on September 17, 2015. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAIC) Code for this requirement is 541511. The anticipated period of performance will be for one year following award.
