- Single Source Justification for the eXMeritus requirement. ACC-AMIC, on the behalf of the Joint Warfare Analysis Center (JWAC), intends to award a sole source purchase order to The Boeing Company, 7700 Boston Boulevard, Springfield, VA 22153 for the brand name software maintenance support for eXMeritus. eXMeritus satisfies the accreditation of JWAC's IT architecture and is tailored to JWAC's data types and meets rulesets provided by the Cross Domain System (CDS) accreditors. The Boeing Company is the only source that provides maintenance for eXMeritus. The Boeing Company is the developer of the software and maintains full proprietary rights to the software, upgrades, and maintenance. This purchase order will be awarded with a performance period of twelve months. A justification and approval for Single Source Justification - Simplified Acquisition has been approved based on the software's function and compatibility with JWAC's IT infrastructure. NAICS - 511210, Software Publishers, Size Standard $38.5M applies. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. DFAR 252.232-7003 (Electronic Submission of Payment Requests and Receiving Reports) is applicable to this purchase. Pricing should be FOB Destination to the Joint Warfare Analysis Center, 18405 Frontage Rd Bldg 1451, Dahlgren, VA 22448. Attn: Software Manager. All responsible sources may submit a quote which shall be considered by the agency. Specific items to be procured include: 1) CLIN 0001-Requirements for Basic Support Plan: 40 hours per year; only phone and email support; response time within 2 business days; No travel included. 2) CLIN 0002-Annual renewal of hardware Wall Software Enterprise License (HWW-8P-L8-L5.) In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in the SAM database by accessing the Internet at http://www.sam.gov. A formal request for quote will not be issued as all items are identified in the attachment to this synopsis.
