It is anticipated that the Invitation for Bid (IFB) has been issued on 07 AUG 2015 for downloading at the Government's website; https:\\www.fbo.gov. No paper copies will be issued. The site visit/pre-bid conference date, time and location will be identified in the solicitation. Interested Bidders are encourage to attend and shall follow conference registration and access requirements identified in the solicitation. ----------------------------------------------------------------------------------------------------------------- The USPFO for Michigan, located at Lansing, Michigan, intends to issue an Invitation For Bid (IFB) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Construction of Grayling Air-to Ground Range 40 Restroom-Shower Pavilion facility, Otsego County, Michigan, a geographically separated unit from the Alpena Combat Readiness Training Center (CRTC). This project will provide approximately a 575 square feet restroom-shower facility per the project plans and specifications. The exterior of the new building will be double 5 quote mark vinyl siding over 4 inch structural insulated wall panels (SIP) and asphalt shingles on 10 inch structural insulated roof panels (SIP). The facility will be equipped with all appropriate mechanical and electrical utilities. Site work will include concrete landing and new water well and septic field to the east of the facility. In addition to a base price for the work describe above the solicitation includes Government Options for this project. 1. CONCRETE SIDEWALK: Four inch thick concrete sidewalks per the project specifications and plans. 2. ROOF: Standing seam metal roof with full roof covered ice and water shield per the specifications and plans. *************************************************************************************************** Magnitude of the project is between $100,000 and $250,000. Construction/contract completion time is 120 calendar days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. This is a total small business HUBzone set- aside. The small business size standard is $36.5 million average annual revenue for the previous three years. Bid/Payment and Performance Bonds IAW with FAR PART 28.101-2, 28.102-1 and 28.106-1 are required. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states quote mark By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees quote mark applies to this project. The date for the pre- proposal conference is on-or-about 13 Aug 2015 at 1000 at Grayling Air to Ground Range location will be in solicitation. Interested contractors are HIGHLY encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation closing date is scheduled for on 09 September 2015 at 1:00 PM local Time. The bid opening date is scheduled for on 09 September 2015 after reciept of bids. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in SAM. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the FedBizOpps home page and search for data. This solicitation is a competitive sealed Bid and will follow FAR Part 14.4 award procedures. Award will be made on the basis of lowest bid received from a responsible bidder whose bid conforms to the solicitation which is most advantageous to the Government considering only price and price related factors. There will be a formal public bid opening.
