- Strategic Five-Year Technology Investment Plan The Transportation Security Administration (TSA), Office of Security Capabilities is presenting the Strategic Five-Year Technology Investment Plan. The Plan was prepared pursuant to a requirement in Section 1611 of the Homeland Security Act of 2002 (P.L. 107-296), as amended by Section 3 of the Transportation Security Acquisition Reform Act (P.L. 113-245). It presents a forward-looking investment plan that supports implementation of best practices and improved transparency with regard to security technology acquisition programs that protect the Nation's aviation transportation systems from terrorist attack. The Act requires a biennial update; however, the scope of the Plan spans Fiscal Years 2016-2020. Please see the attached document for the entire Investment Plan. This is for informational purposes only. The TSA is not requesting any response relative to this document.
