This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The government intends to issue a Purchase Order in accordance with FAR PART 13.106 for the requirement herein using Simplified Acquisition Procedures. The solicitation number is FDA_15-233-1151358. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83, August 3, 2015. Requirement: The U.S. Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR), Division of Neurotoxicology, requires a Radial Flow Cell Culture System. Background/Statement of Need: The NCTR/Division of Neurotoxicology, is studying inhalation anesthetics' effects on developing central nervous system. The Division of Neurotoxicology desires to establish an in vitro model to expose neural cells or neural stem cells to inhalation anesthetics that are used in pediatric anesthesia. Therefore there is a need for a system in which cells can be cultured and exposed to various inhalation anesthetics, such as sevoflurane, isoflurane, nitrous oxide, or the combination of isoflurane and nitrous oxide, whose concentrations need to be accurately controlled. The exposure will be performed in chambers where the cells can maintain their physiological growth features; and accurate concentrations of gas anesthetics can be mixed with driven gas (e.g. biological incubation atmosphere) for cell exposure. The neural cells or neural stem cells will be cultured on different sizes of plates or dishes according to experimental purposes and be exposed to biological incubation atmosphere only to serve as controls; in the meantime, the cells will be exposed to clinically used inhalation anesthetics at different doses to test their potential adverse effects, which will be mixed with biological incubation atmosphere and injected into a sealed chamber. The concentrations of anesthetics in the mixed gases (inhalation anesthetics and biological incubation atmosphere) need to be controlled accurately by a system that has been verified to have the capability. Technical Capability (i.e., how well the offered system meet or exceed the Government's requirements) is more important than price in determining the best value to the Government though price remains a significant consideration. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Provision at FAR 52.212-3, Offerors Representations and Certifications-Commercial Items, (Mar 2015) applies to this acquisition. An offeror shall complete only paragraph (b) of the provision if the offeror has completed the annual representations and certification electronically via https://www.sam.gov/portal/public/SAM/#1. If an offeror has not completed the annual representations and certifications electronically at the website, the offeror shall complete only paragraphs (c) through (o) of this provision. It is the offeror's responsibility to monitor the internet site for the release of an amendment to the combined synopsis/solicitation (if any).
