Description
Draft SOW CSP, RR Picture Sources Sought Synopsis The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements for the production of ALR-69A Radar Warning Receiver systems. The ALR-69A is an all-digital radar warning receiver. The purpose of this announcement is to identify firms who possess both capability and experience to produce ALR-69A systems using a Level III Technical Data Package (TDP). An ALR-69A system consists of two Line Replaceable Units (LRUs): one Countermeasure Signal Processor (CSP) and four Radar Receivers (RRs). The CSP consists of 16 Shop Replaceable Units (SRUs) and the RR consists of four SRUs. See the attachment for top level drawing of the two LRUs. This is a build to print acquisition. This acquisition involves Government inspection and test of First Articles to qualify for ALR-69A production. The successful offeror must produce, test, and deliver LRUs, and possibly SRUs, in accordance with the attached Statement of Work, 31 Jul 2015 and Technical Data Package (TDP). The successful offeror will be required to correct any errors found in the TDP and to replace obsolete parts through the ECP process. There is a known obsolescence in the COTS CSP CM4R power PCs. The current supplier, GE Intelligent Platforms, will no longer produce CM4R cards after July 2015. This obsolescence issue must be solved as part of the First Article qualification process. The successful offeror must be able to use, maintain, and produce modifications to a TDP that accurately depicts the final product. The successful offeror must manufacture, test, and ship using facilities cleared by Defense Security Services (DSS) to receive and generate classified information and hardware through the Secret Level. Our preliminary acquisition strategy is a firm fixed price five to ten year indefinite delivery, indefinite quantity contract (basic plus options). Each period of performance will have ranges of quantities. The minimum and maximum quantities are still to be determined, but could be as high as 16 per month. Estimated quantities for the first 5 years of production are 360 systems subject to availability of funds. It is anticipated that the First Article production, test and approval process will be 24 months.
