Description
This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The NAICS Code for this requirement is 531120. The intent of this notice is determine the availability of qualified commercial sources technically capable of providing the below: 1. General. The Defense Forensic Science Center (DFSC) ), located at Gillem Enclave, Forest Park, Georgia, provides forensic laboratory services to Department of Defense investigative agencies and other Federal law enforcement agencies. The DFSC requires the continued lease of office trailers to temporarily support staff offices and serve as a training facility. 2. Scope. The contractor shall furnish all labor, material, and parts required to provide leased trailers. All services shall be performed on site in accordance with the manufacturer's specifications and best commercial practices with the least interference with the Government's operations. 3. Lease Service. The contractor shall provide two 60 X 56 [3360 square foot] Office Trailers, presently set up at Gillem Enclave, Forest Park GA. One unit is set up North of Building 925 and one unit South of Building 925. These trailers were raised and supported by the contractor on concrete masonry units, and tied down with standard ties that are wind resistant to 90 miles per hour. The trailers are skirted from the trailer bottom to grade and completely around with metal sheeting in a color complimentary to the siding on the trailer. These two office trailers are being leased for a period not to exceed five years from the end of the present contract. At the end of the lease, the contractor shall remove all skirting, tie downs, concrete masonry units, the trailers and miscellaneous debris from Government property. The contractor will assure the trailers are Georgia DOT road worthy before removal. 4. On Call Service Maintenance. The lease will include service calls by the vendor and authorized subcontractors for repairs resulting from routine wear and tear of the leased trailers. On call maintenance includes all travel, labor, and repair parts required to correct malfunctions encountered in normal use of the trailers. On call maintenance will be performed during the hours of 9:00 AM to 3:00 PM EST/EDT, Monday through Friday. All maintenance and repair services required under this contract shall be requested by telephone. Government representatives authorized to request on-call service are the DFSC Engineer Branch. 5. Service Response. Upon receipt of a call for service, the contractor is required to respond within three workdays from the time of the initial call. 6. Preventive Maintenance Schedule. The contractor shall provide to DFSCL, no less than 10 business days preceding the desired data of service, telephonic notice of his intention to inspect or service the covered trailers. Notification shall be provided to the DFSC Engineer Branch (404) 469-5350/4523. 7. Excluded Items and Services. • Installation of new or replacement trailers (excluding trailers installed by the vendor at no charge to the Government to correct structural failures). • Relocation of trailers on Gillem Enclave. • Maintenance required due to abnormal use, damage caused by theft or vandalism, negligence, extreme weather, accident, or improper maintenance. • Alterations or modification of trailers. Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements shall not exceed ten (10) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity and knowledge of the requirement. Responses are due no later than 0900 EST, 8 Sep 2015 and shall be electronically submitted to patricia.a.early10@mail.mil All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
