- Description
- The AFLCMC/WIUAA at Robins AFB, GA has a requirement for the production of one (1) to nineteen (19) AC-130J 105mm Ammunition Racks; part number 3C4823-10 and one (1) to three (3) associated spares. This requirement will be procured on a Firm-Fixed-Price basis under an Indefinite Delivery Indefinite Quantity (IDIQ) open market contract. See attached purchase description. The IDIQ contract will have a 24 month ordering period. This is a supply contract. Destination for these units will be Robins AFB. Requirement is Sole Source to L-3 Communications TCS, Inc. (L-3 TCS), Cage Code 0F5W6. L-3 TCS has previously performed the Non-Recurring Engineering (NRE) for the 105mm Ammunition Racks, part number 3C4823-10, under an on-going contract. However, the Technical Data Package (TDP) for these Ammunition Racks will not be delivered to the Government until approximately June 2017. L-3 TCS is the only source that can meet the Government's current need without unacceptable delays in fulfilling the agency's requirements, in addition to avoiding a substantial duplication of cost for NRE if any source other than L-3 TCS received the award. FAR Part 15 procedures will be utilized. Offeror shall prepare their proposal in accordance with mandatory, explicit, and detailed instruction contained in the RFP. It is anticipated that the RFP will be released 22 September 2015 and anticipated award approximately 2 November 2015. The RFP will be posted to the Federal Business Opportunities webpage. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency; however, this acquisition is Sole Source.
