- Purchase Specifications (PS) 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336413 which has a corresponding Size standard of 1000 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: OO-ALC is seeking sources to manufacture and deliver six (6) F-22 Vertical Stabilizer Access Stands for the 309th Aircraft Maintenance Group (AMXG), Hill Air Force Base (AFB), Utah. These shall be in accordance with the attached purchase specifications and solid model file. Interested parties must submit a request for the solid model file to the contracting officer called out in this notice. These work stands shall provide technician access to the F-22 vertical stabilizers. These work stands must be adjustable to move up and down along the contour of the vertical stabilizer and forward and aft. Deliveries to Hill Air Force Base are estimated to be around December 2015. The Ogden Air Logistics Complex Contracting Directorate (AFMC), Hill Air Force Base (AFB), Utah, intends to issue a formal solicitation in September/October 2015. The Government requests interested parties to submit a brief statement of current capability in meeting the requirements of the attached Purchase Specifications. Include in your submission examples of relevant experience similar in scope and a letter of interest. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all large or small businesses to include 8(a), Service-Disabled Veteran-Owned, Hub-zone, and Women-Owned small business concerns. Interested and qualified sources should provide the following information: company name, point of contact, e-mail address, telephone and fax numbers, type of business and size. Fill free to include comments and support associated to risk areas. Additionally, interested parties are to respond to the following capability questions: 1. Describe your company's experience designing, documenting, and fabricating military aircraft work stands. Provide specific examples. 2. Describe capability to develop and provide solid models and drawings in SolidWorks format for aircraft work stands. 3. Describe your company's familiarity with federal occupational safety and health standards required for the F-22 vertical stabilizer access stand listed in this purchase specification.
