Description
NASA/GSFC has a requirement for Risk Management Software System.The prospective software tool must allow the project to perform technical risk management under the GSFC standard risk management framework. The software tool (hereafter known as the system or system) must allow for use as a project-management decision-making tool and have interoperability with Microsoft Office Suite native to multiple user computers. The tool must enable web-based connectivity from the user desktop to the database system. Complete package must include: -Ability to ingest and re-use data from previous mission(s) -Ability to be run on a shared server or dedicated server -Recommended OS Windows Server 2012 or 2008 R2 -Recommended DB SQL Server 2012 or 2008R2 (Any edition except Compact) -Allow for database growth of 2GB per year per 10,000 active risk items (See Note 1) -CPU IIS and SQL Server will make full usage of multiple cores so a high core count is preferred over raw clock speed. -Can be run virtualized if the Host Machine has sufficient resources to support the load - Net Framework v4.5 or v4 Complete package of reporting, helpdesk services, maintenace, back up features, and tailoring to project needs as the project grows and over the project lifecycle. The price of this system must include the entire package. The vendor must: Provide risk management software system remote set up & installation (See Note 2) Provide system maintenance 90 days (See Note 3) Provide Web-based user training and self-study user exercises Provide electronic copies of user training materials Architecture: Web Browser -> IIS -> ASP (MVC) -> Entity Framework -> Database ASP.Net on windows server with MVC and Entity Framework for Data access Recommended Database server: Microsoft SQL Server (SQL Server express is adequate for up to 100 users) Security: System must be able to conform with NASA Goddard standard IT security procedures -Can run over SSL, with it made mandatory if necessary -Standard authentication uses a separate database with a different database login and no passwords are stored in the clear. -Can authenticate with Active Directory -Can use third party authentication systems if necessary -Configurable to conform to internal IT policies -Password validation rules (via Regular Expressions) -Number of login attempts -Minimum password length -Increase complexity by stating number of alpha numeric characters -SQL and Cross-Site Scripting Attacks -No raw SQL is generated when the application is up and running. -All database access goes through the Entity Framework. -Input is protected so that potential input is denied that looks similar to SQL and HTML. -No Java, ActiveX or Flash is used Unique readable URLs to facilitate interaction with other Office applications (Outlook, Power Point, Excel, Project, SharePoint etc.) Notes: 1. Assumes 100 sub-elements with 100 risks each for 10,000 total active risks/issues/opportunities without Monte Carlo Simulation. Each risk item based on 10 mitigating actions and weekly reviews. 2. Set up and installation shall include configuration of terminology, preferences and customized report templates, system set up and installation shall be conducted remotely. 3. The Package shall includes system maintenance for 90 days after the system installation. Thereafter, optional system maintenance will be available. Price optional per annum maintenance fees or optional yearly fee for maintenace. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.g ov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 12.00PM EST September 9, 2015. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). NASA Clause 1852.215-84, Ombudsman, is applicable.
