- ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.106(b) to Information International Associates, Inc. (IIa), 104 Union Valley Rd, Oak Ridge, TN 37830. IIa is the only source capable of meeting the Government's requirements. ERDC is in need of services to plan, prepare, and facilitate a workshop on the ERDC Business Vision for 2020, 13-16 October 2015. This workshop is a follow-on to the recent organizational business process initiative, BESST (Business sophistication, Employee success, Strategic communications, Superior solutions, and Technology stratagem). The discussion points of the workshop are action items that were developed during the initial creation of the BESST initiative. IIa was the facilitator of the initial workshop when the BESST was created (March 2015) and has been working with each BESST action element to develop this next stage of follow-on action items. IIa conducted the initial analysis of trends and responses to data calls regarding the ERDC Human Capital directorate and to lose that continuity for the ERDC Business Vision 2020 workshop would be detrimental to the workshop and the overall BESST initiative executions. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 5:00 P.M. CT on 8 September 2015. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
