2015 JSSAP Collaboration Day Logistics Futures Final Outbrief Concept Idea Template Small Arms Future 2022-2042 This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov and the DoD Ordnance Technology Consortium (DOTC) portal located at http://www.nac-dotc.org. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. The Joint Service Small Arms Program (JSSAP) office, in conjunction with DOTC, is sponsoring Small Arms Requirements and Technology Exchange days from November 17 - 19, 2015 at the Cannon Gates Conference Center located at Picatinny Arsenal, NJ. This no-cost event will provide a forum for information exchange with representatives from the DoD, industry (including DoD contractors), and academia on technology developments for small arms weapon systems and involve Science and Technology efforts or Research and Development (R&D) directed toward small arms ammunition, ordnance, fire control, electro-optics and associated sub-systems designed to enhance warfighter capabilities in dominating the battlespace. This event is opened to all US industry and academia and is not limited to National Armaments Consortium (NAC) members only. The focus and primary interests include man portable weapons, remote weapon systems, munitions, fire control systems, enabling technology, visual augmentation systems, signature suppression and night vision/electro-optics for handheld, vehicle mounted and weapon mounted applications. Other than briefings/examples during the meeting, no demonstrations or live-fire periods are planned as of this date. No actual firearms or munitions are allowed within the meeting facility. All interested parties are required to register for this event and are subjected to the Picatinny Arsenal Security Procedures for access to this event. The agenda for this event follows: • Day 1, 17 Nov (0900-1600): o DOTC/National Armaments Consortium (NAC) Overview o NAC Membership Benefits o Navigating through the DOTC Annual Cycle o US Government Small Arms Roadmaps o Networking Lunch o FY17 Small Arms Requirements o JSSAP Futures Brief (Year 2022 and beyond) o Social Mixer will start at 1600 hrs (Sam Adams Pub at Picatinny Arsenal) • Day 2, 18 Nov (0800-1700): o Industry and Academia concept idea presentations to technical US Government teams • Day 3, 19 Nov (0800-1700): o Industry and Academia concept idea presentations to technical US Government teams For Days 2 and 3, the JSSAP management office is interested in receiving concept ideas to address new technologies that may be applied to its mission areas with the possibility of being implemented into a small arms program in the year 2022 and beyond. Concept ideas may be submitted by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. JSSAP encourages participation by small business, small disadvantaged business, HUB Zone small business, woman-owned small business, veteran-owned small business, and historically black colleges and universities. Concept ideas should be for technology development, exploitation and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding. Concept ideas will be evaluated for potential development projects that may be considered in the DOTC FY17 Annual Technology Plan. Additional objectives are to define and develop technologies which have potential for future integration into system designs of current or projected small arms programs of record. Specific areas of interest include but are not limited to those listed in the attached ASA(ALT) Deep Future of Small Arms 2022-2042 Report (dated March 2013) and the follow-on JSSAP Futures Report Outbrief (dated October 2014). This Request for Information (RFI) is in accordance with FAR 15.201 and is specifically for future advancement and emerging technologies that would significantly impact small arms systems and associated sub-systems. This is not a solicitation or request for contractual offers. RFIs are used to gather information from industry without any promise of a current or future contract or requirement. Information provided cannot be used to create a binding contract. Respondents to this RFI will not be reimbursed for the information they provide to this request. Industry and Academia participants interested in providing a Day 2 or Day 3 presentation to US Government only teams are required to submit their concept idea as a Microsoft PowerPoint presentation that should not exceed four slides (see attached Concept Idea Template). Pictures, diagrams, graphs, and similar depictions are acceptable but will be counted against your slide total. The format for the concept idea must strictly follow the attached template and checklist in order to be accepted into the Industry and Academia presentations agenda on 18 and 19 Nov (Days 2 and 3) of this event. Offerors must submit their concept idea presentations electronically to the Points of Contact (POCs) listed below prior to 5:00 PM (EST) on 2 October 2015. Offerors with accepted concept idea presentations will be notified no later than 15 October 2015 of the date and time that they will present their concept idea to a US Government team privately (i.e. one company to several US Government employees only) on either Day 2 or Day 3. Each accepted presenter/offeror will be allotted 15 to 20 minutes to present and address questions. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. This is a special notice only and is for planning purposes only.
