- Combined Synopsis/Solicitation For Media Podium/Lectern 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DAS15Q0036 is being issued as a Request for Quotation. 2. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). This requirement is set-aside 100% for small business concerns. 3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81. 4. The North American Industry Classification System (NAICS) code is 321999-All Other Miscellaneous Wood Product Manufacturing. Offerors shall be registered in System for Award Management (SAM) at http://www.sam.gov, in order to be considered for award. 5. FAR Provisions 52.212-1 through 52.212-5 apply to this procurement. For the exact text and wording of all clauses and provisions listed herein, please see http://farsite.hill.af.mil. The Government contemplates an award of a Firm Fixed Priced purchase order resulting from this solicitation. 6. Description of services: Provide one podium with the following that characteristics: • Integral cable management • Cable grommet in work surface • Front access panel • ADA Electric height adjustment • Two-level work surface, with cut-outs for Crestron panel and/or monitor • Integral gooseneck lamp • Integral microphone stand (not wired into lectern, but for use with a cordless microphone) • 360-degree swivel casters with brakes • Fold-out or slide outside table • Integral power strip The NSF will consider all proposed Dimensions and options; below are salient dimensions: 53" D (sliding lectern out) 31" D (sliding lectern in) 83" W (drawers open) 35"lowest height 50" maximum height 8. Far Clauses 52.212-4, Contract Terms and Conditions -- Commercial Items and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items applies to this acquisition. 9. There are several local NSF Clauses that may be applicable to this acquisition; additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition will be provided at time of purchase order award. 10. Instructions to Offerors: FAR 52.212-1 - Addendum: Submit the following documents in response to this RFQ: a. Quotation Cover Page b. Podium technical Specifications c. Podium drawings/diagram and/or digital photographs. d. Price Quote. Proposed pricing shall be fixed price. e. Past Performance - Offeror shall describe in detail where it has successfully completed/delivered at least three (3) podiums comparable size and requirement. Offeror shall also provide three (3) reference to validate successful delivery and acceptable quality of the podiums. Page Limitations, size and format. The quotation shall not exceed 15 pages. Vendors shall use only 8.5 inch by 11 inch paper, single-spaced pages, single sided with 1 inch margins. Use font no smaller than 12 point, except that a 9 point font is acceptable for graphics/drawings. Brochures, exhibits, capability statements and past performance are not included in the page limitation. 11. Evaluation of Offerors: FAR 52.212-2 - Addendum: BASIS OF AWARD: The Government will award a single purchase order contract resulting from this RFQ to the responsible offeror whose offer represents the best value in terms of technical capability and price. All non-price factors (i.e., technical capability and past performance) are significantly more important than price. The following factors shall be used to evaluate quotations: Technical Price Past performance Factor 1 - Price: All prices will be evaluated for reasonableness and completeness. Factor 2 - Technical: The Government will evaluate the quoter's proposed podium specifications for conformity. To be eligible for award the offeror is required to receive at least an"Acceptable" rating. Quotes that exceed the evaluation criteria will receive a higher than acceptable rating Factor 3 - Past Performance: NSF will evaluate records of any source that is relevant to the offerors past performance in order to determine any risks to successful performance. 12. Additional Solicitation Information: a. Quotes are due 11 September2015 at 2:00 PM EST. Email is the only acceptable method of quote submission. b. Offerors may submit written questions during the quote preparation period. All questions must be received no later than 4 September 2015 at 2:00 PM EST. Only written questions will receive a response. c. All questions and quotes shall be delivered to the Contract Specialist, Keith L. Rhodia via email, citing the RFQ Number in the subject, at the following address: krhodia@associate.nsf.gov with a cc to the Contracting Officer, Timothy P. McClendon at tmclendo@nsf.gov.
