Description
I. Introduction: This is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The Strategic Acquisition Center (SAC) is seeking interested sources (contractors) for a near-future solicitation. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. II. Background: The Department of Veterans Affairs (VA) Strategic Acquisition Center (SAC) is evaluating the market to determine if there are commercial vendors with the capacity to assist VHA with the recruitment of experienced Physicians, Nurses, Pharmacists and other critical healthcare professionals. In response to the need to rapidly improve access to care for our veterans and to augment the "hiring spree" announced by the Secretary, additional recruitment resources will be useful to help recruit healthcare professionals to the VHA's 1400+ medical centers and outpatient clinics throughout the continental Unites States and Puerto Rico. In order to achieve the momentum necessary for sustained transformation, we must have the capability to engage, attract, and recruit the best talent and promote VHA as the healthcare provider of choice. Physicians within VHA are dedicated to ensuring that the men and women who served this country are treated with the respect and dignity they deserve. VHA is experiencing significant shortfalls in its physician workforce particularly specialties of Mental Health, Gastroenterology, Radiology, etc, causing lengthy wait-times for veterans seeking care and significant increased cost associated with outsourcing services through fee-for-service, use of interim staff, and direct referrals for medical care outside VHA. Given the current shortage of physicians and increasingly competitive recruitment environment, as well as the urgency of the need, VHA is seeking recruiting support in sourcing qualified candidates for physician and non-healthcare provider vacancies. III. Requirements: VA is seeking a contractor who can provide the following services: 1. Vendor(s) shall review key documents as it relates to recruitment requirements and knowledge of the Title 38, Hybrid Title 38, and/or Title 5 application processes. 2. Vendor(s) shall collaborate to develop specific detailed practices and a strategic marketing plan which shall include goals, priorities, expectations, and candidate profiles for each position including any specialized qualifications required and must adhere to all federal laws, regulations and VHA policies. 3. Vendor(s) shall develop and implement recruitment strategies, and marketing material. The cost per each individual hire shall be inclusive of marketing and recruitment strategies. 4. Vendor(s) shall implement the approved Marketing Plan within three (3) business days of approval and begin identifying, contacting and referring potential candidates. Candidates shall be provided an overview of the hiring process and, names of candidates the vendor intends to refer will first be cleared by the National Recruitment Program (NRP) recruiter. Once cleared, the vendor shall ensure the provider meets VHA Qualification Standards, has an unrestricted license to practice in the US, and are board certified in their respective specialty as provided in each requisition packet. The vendor will established and perform due diligence including but not limited to verification of past and current licensure, verification of specialty board certification status and that the healthcare professionals are not included in the HHS-OIG Exclusion List and are cleared under other background checks. 5. Vendor(s) shall provide a consolidated list of candidates referred on each Monday (weekly) until the requisition is filled and throughout the performance period. Candidates shall be referred until a candidate is selected. 6. Vendor(s) shall conduct a preliminary screening interview and provide an executive summary, full curriculum vitae (CV) and other specified documents upon acceptance of the job requisition. IV. Submittal Information: Responses will assist in determining the acquisition strategy used for this procurement. For example, if enough responsible and capable -Service Disabled Veteran Owned Small Businesses (SDVOSBs) respond, the acquisition strategy will most likely be a SDVOSB set-aside; therefore, interested vendors who are responsible and capable of performing the work are strongly encouraged to respond by the date specified. At this time no acquisition strategy has been decided. The following Information is requested in response to this RFI: Please include: Company Name, Company Address, Point of Contact, Telephone Number, and e-mail Address. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. A.Experience 1.Please provide no more than five (5) contracts that your company has performed within the last three (3) years that are related to the recruitment of health care providers and staff (clinical and non-clinical) providing direct delivery of health care services, healthcare policy and/or health care research. 2.Experience in recruitment of healthcare professionals for any programs at the federal, state or local level, or for profit and non-profit care-providing organizations. 3.Staffing plan with individual recruiters whose professional resume includes demonstrated experience with the recruitment of healthcare professionals. The vendor must have knowledge and experience with qualifications standards for healthcare professionals to be employed with the VA. 4.Demonstrated experience sourcing, screening and recruiting top talent staff for government agencies at the Federal, state or local levels, whose primary responsibility is the delivery of health care services; and, 5.Demonstrated experience sourcing, screening and recruiting highly qualified healthcare professionals in the public and/or private sector health care marketplace; 6.Ability to screen clinical professional healthcare licenses for restrictions; 7.Demonstrated track record of delivering qualified candidates to hiring managers showing acceptable rates of hire; 8.References from satisfied clients; 9.Concierge approach to full cycle recruitment process. 10.Describe your Self-Performed* effort (as either a Prime or Sub-Contractor) as it relates to the requirements in Section III: Requirements. 11.Please be specific and provide a complete reference to include at a minimum the project name (and the government contract number, if applicable), contract award amount, start and completion dates, and the project owners' contact information. 12.Additionally, please provide the Contract Type: Firm Fixed-Price, Time and Material, etc. *Self-Performed means work performed by the company themselves, NOT work performed by another company for them for any of the project examples provided. 13.A table listing all companies involved in the relevant project(s), including the technical expertise and percentage of work that each company provided. B. Capabilities / Qualifications 1.A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. 2.Company business size and socioeconomic status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business,) the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. 3.Specify any teaming arrangements and how those arrangements will impact the structure of services their company can provide including technical expertise provided by each company. Please specify the percentage of work the each company will perform. 4.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement.
