- C4ISR Bridge Contract -- Redacted Justification and Approval Contracting Office Address: Naval Air Warfare Center Aircraft Division (Annex 1), 22299 Exploration Drive, Suite 301, Lexington Park, MD 20653 The Government has awarded a cost-plus-fixed fee, twenty-month stand-alone bridge contract to incumbent CACI-ISS, Inc. (CACI), 14370 Newbrook Drive, Chantilly, VA 20151 for 747,091 hours of support services. This is necessary for the continuance of contractor support services to the Special Communications Mission Solutions (SCMS) Division (Code 4.11.4) of Naval Air Warfare Center Aircraft Division (NAWCAD) to support a subset of Command, Control, Computers, Communications, Intelligence (C4I) projects including quick reaction mission functions in the field of Command, Control, Computers, Communications, Intelligence, Surveillance, Reconnaissance (C4ISR) Electronic Systems. This bridge contract is needed for continuing ongoing support currently being done under existing CACI task order N00178-04-D-4026-M801, while the follow-on contract is being competed with an estimated award date in the second quarter of FY17. Due to the ongoing nature of the support services currently being performed under task order N00178-04-D-4026-M801 and the need to continue these services without a break in work, CACI is the only practical source for providing the necessary continuation of these services until award of a competitive follow-on contract. This acquisition was pursued on a sole-source basis under FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this procurement is solely within the discretion of the Government. CACI is the only practical source for providing the necessary continuation of these services without impact on the sponsor schedules, project schedules, operations and operational readiness that would be caused by a break in services.
