Description
Request for Quote Limited Source Justification This notice is a combined synopsis/solicitation. It is for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) and the reference number is HTC711-15-Q-D049. The solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83, dated 02 July 2015. The North American Industry Classification System code is 511210 with a business size standard of $38.5M. The Military Surface Deployment and Distribution Command (SDDC) requires ANSYS Mechanical Finite Element Software Maintenance renewals to perform finite element analysis that validates the strength of lift and tie down provisions used on military transportability problems items. Department of Defense (DOD) Instructions 4540.07, Operation of the DOD Engineering for Transportability and Deployability Program in paragraph 5.5.4.11 requires that Surface Deployment and Distribution Command Transportation Engineering Agency (SDDCTEA) provide modeling and simulation capabilities to support the Virtual Proving Ground (VPG) using computer-aided design (CAD). Request for Quote (RFQ): Quotes will be evaluated using the lowest price technically acceptable (LPTA) evaluation method. Please complete the attached RFQ Information Sheet. Per the Brand Name Justification, no brand name other than ANSYS Mechanical Finite Element Software Maintenance can provide the necessary capabilities to perform this requirement. A brand name purchase is required in order to fulfill this mission requirement. Part numbers and quantities are specified in the attached RFQ Information Sheet.
