- RFQ (Request for Quote) Solicitation, Clauses, Statement of Work (1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 and 13.5 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (2) The solicitation number is HSBP1015Q0200 and is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-82. The associated North American Industrial Classification System (NAICS) code for this procurement is 423430. This requirement is unrestricted and only qualified offerors may submit bids. (3) The Department of Homeland Security (DHS), Customs and Border Protection, intends to award a firm-fixed priced contract for Cellebrite Software License renewals. It is required that all contractors submitting a quote review the attached Statement of Work. (4) Software must be licensed to the Government. All offerors must be a manufacturer or authorized reseller of the product or service they are offering. (5) Period of performance shall be 09/15/2015 - 09/14/2016, plus one (1) Option year. (Dates subject to change). (6) All qualified, responsible sources may submit an offer that shall be considered by the agency. Offerors are advised that they are responsible for obtaining amendments. The resulting contract shall be awarded to the offeror who provides the lowest price technically acceptable. (7) This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. (8) Attachment: RFQ: HSBP1015Q0200, with terms and conditions and Statement of Work. (9) All contractors must complete and submit page 1 and 2 of the RFQ document via email to: susan.gonzalez@dhs.gov. (10) Bid responses must be received by 6:00 PM EDT, TUESDAY, SEPTEMBER 9, 2015. (11) Questions shall be submitted in writing via email to: susan.gonzalez@dhs.gov.
